The Administration’s plan for Iran.

In a series of public statements in recent months, President Bush and members of his Administration have redefined the war in Iraq, to an increasing degree, as a strategic battle between the United States and Iran. “Shia extremists, backed by Iran, are training Iraqis to carry out attacks on our forces and the Iraqi people,” Bush told the national convention of the American Legion in August. “The attacks on our bases and our troops by Iranian-supplied munitions have increased. . . . The Iranian regime must halt these actions. And, until it does, I will take actions necessary to protect our troops.” He then concluded, to applause, “I have authorized our military commanders in Iraq to confront Tehran’s murderous activities.”
The President’s position, and its corollary—that, if many of America’s problems in Iraq are the responsibility of Tehran, then the solution to them is to confront the Iranians—have taken firm hold in the Administration. This summer, the White House, pushed by the office of Vice-President Dick Cheney, requested that the Joint Chiefs of Staff redraw long-standing plans for a possible attack on Iran, according to former officials and government consultants. The focus of the plans had been a broad bombing attack, with targets including Iran’s known and suspected nuclear facilities and other military and infrastructure sites. Now the emphasis is on “surgical” strikes on Revolutionary Guard Corps facilities in Tehran and elsewhere, which, the Administration claims, have been the source of attacks on Americans in Iraq. What had been presented primarily as a counter-proliferation mission has been reconceived as counterterrorism.
The shift in targeting reflects three developments. First, the President and his senior advisers have concluded that their campaign to convince the American public that Iran poses an imminent nuclear threat has failed (unlike a similar campaign before the Iraq war), and that as a result there is not enough popular support for a major bombing campaign. The second development is that the White House has come to terms, in private, with the general consensus of the American intelligence community that Iran is at least five years away from obtaining a bomb. And, finally, there has been a growing recognition in Washington and throughout the Middle East that Iran is emerging as the geopolitical winner of the war in Iraq.
During a secure videoconference that took place early this summer, the President told Ryan Crocker, the U.S. Ambassador to Iraq, that he was thinking of hitting Iranian targets across the border and that the British “were on board.” At that point, Secretary of State Condoleezza Rice interjected that there was a need to proceed carefully, because of the ongoing diplomatic track. Bush ended by instructing Crocker to tell Iran to stop interfering in Iraq or it would face American retribution.
At a White House meeting with Cheney this summer, according to a former senior intelligence official, it was agreed that, if limited strikes on Iran were carried out, the Administration could fend off criticism by arguing that they were a defensive action to save soldiers in Iraq. If Democrats objected, the Administration could say, “Bill Clinton did the same thing; he conducted limited strikes in Afghanistan, the Sudan, and in Baghdad to protect American lives.” The former intelligence official added, “There is a desperate effort by Cheney et al. to bring military action to Iran as soon as possible. Meanwhile, the politicians are saying, ‘You can’t do it, because every Republican is going to be defeated, and we’re only one fact from going over the cliff in Iraq.’ But Cheney doesn’t give a rat’s ass about the Republican worries, and neither does the President.”
Bryan Whitman, a Pentagon spokesman, said, “The President has made it clear that the United States government remains committed to a diplomatic solution with respect to Iran. The State Department is working diligently along with the international community to address our broad range of concerns.” (The White House declined to comment.)
I was repeatedly cautioned, in interviews, that the President has yet to issue the “execute order” that would be required for a military operation inside Iran, and such an order may never be issued. But there has been a significant increase in the tempo of attack planning. In mid-August, senior officials told reporters that the Administration intended to declare Iran’s Revolutionary Guard Corps a foreign terrorist organization. And two former senior officials of the C.I.A. told me that, by late summer, the agency had increased the size and the authority of the Iranian Operations Group. (A spokesman for the agency said, “The C.I.A. does not, as a rule, publicly discuss the relative size of its operational components.”)
“They’re moving everybody to the Iran desk,” one recently retired C.I.A. official said. “They’re dragging in a lot of analysts and ramping up everything. It’s just like the fall of 2002”—the months before the invasion of Iraq, when the Iraqi Operations Group became the most important in the agency. He added, “The guys now running the Iranian program have limited direct experience with Iran. In the event of an attack, how will the Iranians react? They will react, and the Administration has not thought it all the way through.”
That theme was echoed by Zbigniew Brzezinski, the former national-security adviser, who said that he had heard discussions of the White House’s more limited bombing plans for Iran. Brzezinski said that Iran would likely react to an American attack “by intensifying the conflict in Iraq and also in Afghanistan, their neighbors, and that could draw in Pakistan. We will be stuck in a regional war for twenty years.”
In a speech at the United Nations last week, Iran’s President, Mahmoud Ahmadinejad, was defiant. He referred to America as an “aggressor” state, and said, “How can the incompetents who cannot even manage and control themselves rule humanity and arrange its affairs? Unfortunately, they have put themselves in the position of God.” (The day before, at Columbia, he suggested that the facts of the Holocaust still needed to be determined.)
“A lot depends on how stupid the Iranians will be,” Brzezinski told me. “Will they cool off Ahmadinejad and tone down their language?” The Bush Administration, by charging that Iran was interfering in Iraq, was aiming “to paint it as ‘We’re responding to what is an intolerable situation,’ ” Brzezinski said. “This time, unlike the attack in Iraq, we’re going to play the victim. The name of our game seems to be to get the Iranians to overplay their hand.”
General David Petraeus, the commander of the multinational forces in Iraq, in his report to Congress in September, buttressed the Administration’s case against Iran. “None of us, earlier this year, appreciated the extent of Iranian involvement in Iraq, something about which we and Iraq’s leaders all now have greater concern,” he said. Iran, Petraeus said, was fighting “a proxy war against the Iraqi state and coalition forces in Iraq.”
Iran has had a presence in Iraq for decades; the extent and the purpose of its current activities there are in dispute, however. During Saddam Hussein’s rule, when the Sunni-dominated Baath Party brutally oppressed the majority Shiites, Iran supported them. Many in the present Iraqi Shiite leadership, including prominent members of the government of Prime Minister Nuri al-Maliki, spent years in exile in Iran; last week, at the Council on Foreign Relations, Maliki said, according to the Washington Post, that Iraq’s relations with the Iranians had “improved to the point that they are not interfering in our internal affairs.” Iran is so entrenched in Iraqi Shiite circles that any “proxy war” could be as much through the Iraqi state as against it. The crux of the Bush Administration’s strategic dilemma is that its decision to back a Shiite-led government after the fall of Saddam has empowered Iran, and made it impossible to exclude Iran from the Iraqi political scene.
Vali Nasr, a professor of international politics at Tufts University, who is an expert on Iran and Shiism, told me, “Between 2003 and 2006, the Iranians thought they were closest to the United States on the issue of Iraq.” The Iraqi Shia religious leadership encouraged Shiites to avoid confrontation with American soldiers and to participate in elections—believing that a one-man, one-vote election process could only result in a Shia-dominated government. Initially, the insurgency was mainly Sunni, especially Al Qaeda in Mesopotamia. Nasr told me that Iran’s policy since 2003 has been to provide funding, arms, and aid to several Shiite factions—including some in Maliki’s coalition. The problem, Nasr said, is that “once you put the arms on the ground you cannot control how they’re used later.”
In the Shiite view, the White House “only looks at Iran’s ties to Iraq in terms of security,” Nasr said. “Last year, over one million Iranians travelled to Iraq on pilgrimages, and there is more than a billion dollars a year in trading between the two countries. But the Americans act as if every Iranian inside Iraq were there to import weapons.”
Many of those who support the President’s policy argue that Iran poses an imminent threat. In a recent essay in Commentary, Norman Podhoretz depicted President Ahmadinejad as a revolutionary, “like Hitler . . . whose objective is to overturn the going international system and to replace it . . . with a new order dominated by Iran. . . . [T]he plain and brutal truth is that if Iran is to be prevented from developing a nuclear arsenal, there is no alternative to the actual use of military force.” Podhoretz concluded, “I pray with all my heart” that President Bush “will find it possible to take the only action that can stop Iran from following through on its evil intentions both toward us and toward Israel.” Podhoretz recently told politico.com that he had met with the President for about forty-five minutes to urge him to take military action against Iran, and believed that “Bush is going to hit” Iran before leaving office. (Podhoretz, one of the founders of neoconservatism, is a strong backer of Rudolph Giuliani’s Presidential campaign, and his son-in-law, Elliott Abrams, is a senior adviser to President Bush on national security.)
In early August, Army Lieutenant General Raymond Odierno, the second-ranking U.S. commander in Iraq, told the Times about an increase in attacks involving explosively formed penetrators, a type of lethal bomb that discharges a semi-molten copper slug that can rip through the armor of Humvees. The Times reported that U.S. intelligence and technical analyses indicated that Shiite militias had obtained the bombs from Iran. Odierno said that Iranians had been “surging support” over the past three or four months.
Questions remain, however, about the provenance of weapons in Iraq, especially given the rampant black market in arms. David Kay, a former C.I.A. adviser and the chief weapons inspector in Iraq for the United Nations, told me that his inspection team was astonished, in the aftermath of both Iraq wars, by “the huge amounts of arms” it found circulating among civilians and military personnel throughout the country. He recalled seeing stockpiles of explosively formed penetrators, as well as charges that had been recovered from unexploded American cluster bombs. Arms had also been supplied years ago by the Iranians to their Shiite allies in southern Iraq who had been persecuted by the Baath Party.
“I thought Petraeus went way beyond what Iran is doing inside Iraq today,” Kay said. “When the White House started its anti-Iran campaign, six months ago, I thought it was all craziness. Now it does look like there is some selective smuggling by Iran, but much of it has been in response to American pressure and American threats—more a ‘shot across the bow’ sort of thing, to let Washington know that it was not going to get away with its threats so freely. Iran is not giving the Iraqis the good stuff—the anti-aircraft missiles that can shoot down American planes and its advanced anti-tank weapons.”
Another element of the Administration’s case against Iran is the presence of Iranian agents in Iraq. General Petraeus, testifying before Congress, said that a commando faction of the Revolutionary Guards was seeking to turn its allies inside Iraq into a “Hezbollah-like force to serve its interests.” In August, Army Major General Rick Lynch, the commander of the 3rd Infantry Division, told reporters in Baghdad that his troops were tracking some fifty Iranian men sent by the Revolutionary Guards who were training Shiite insurgents south of Baghdad. “We know they’re here and we target them as well,” he said.
Patrick Clawson, an expert on Iran at the Washington Institute for Near East Policy, told me that “there are a lot of Iranians at any time inside Iraq, including those doing intelligence work and those doing humanitarian missions. It would be prudent for the Administration to produce more evidence of direct military training—or produce fighters captured in Iraq who had been trained in Iran.” He added, “It will be important for the Iraqi government to be able to state that they were unaware of this activity”; otherwise, given the intense relationship between the Iraqi Shiite leadership and Tehran, the Iranians could say that “they had been asked by the Iraqi government to train these people.” (In late August, American troops raided a Baghdad hotel and arrested a group of Iranians. They were a delegation from Iran’s energy ministry, and had been invited to Iraq by the Maliki government; they were later released.)
“If you want to attack, you have to prepare the groundwork, and you have to be prepared to show the evidence,” Clawson said. Adding to the complexity, he said, is a question that seems almost counterintuitive: “What is the attitude of Iraq going to be if we hit Iran? Such an attack could put a strain on the Iraqi government.”
A senior European diplomat, who works closely with American intelligence, told me that there is evidence that Iran has been making extensive preparation for an American bombing attack. “We know that the Iranians are strengthening their air-defense capabilities,” he said, “and we believe they will react asymmetrically—hitting targets in Europe and in Latin America.” There is also specific intelligence suggesting that Iran will be aided in these attacks by Hezbollah. “Hezbollah is capable, and they can do it,” the diplomat said.
In interviews with current and former officials, there were repeated complaints about the paucity of reliable information. A former high-level C.I.A. official said that the intelligence about who is doing what inside Iran “is so thin that nobody even wants his name on it. This is the problem.”
The difficulty of determining who is responsible for the chaos in Iraq can be seen in Basra, in the Shiite south, where British forces had earlier presided over a relatively secure area. Over the course of this year, however, the region became increasingly ungovernable, and by fall the British had retreated to fixed bases. A European official who has access to current intelligence told me that “there is a firm belief inside the American and U.K. intelligence community that Iran is supporting many of the groups in southern Iraq that are responsible for the deaths of British and American soldiers. Weapons and money are getting in from Iran. They have been able to penetrate many groups”—primarily the Mahdi Army and other Shiite militias.
A June, 2007, report by the International Crisis Group found, however, that Basra’s renewed instability was mainly the result of “the systematic abuse of official institutions, political assassinations, tribal vendettas, neighborhood vigilantism and enforcement of social mores, together with the rise of criminal mafias.” The report added that leading Iraqi politicians and officials “routinely invoke the threat of outside interference”—from bordering Iran—“to justify their behavior or evade responsibility for their failures.”
Earlier this year, before the surge in U.S. troops, the American command in Baghdad changed what had been a confrontational policy in western Iraq, the Sunni heartland (and the base of the Baathist regime), and began working with the Sunni tribes, including some tied to the insurgency. Tribal leaders are now getting combat support as well as money, intelligence, and arms, ostensibly to fight Al Qaeda in Mesopotamia. Empowering Sunni forces may undermine efforts toward national reconciliation, however. Already, tens of thousands of Shiites have fled Anbar Province, many to Shiite neighborhoods in Baghdad, while Sunnis have been forced from their homes in Shiite communities. Vali Nasr, of Tufts, called the internal displacement of communities in Iraq a form of “ethnic cleansing.”
“The American policy of supporting the Sunnis in western Iraq is making the Shia leadership very nervous,” Nasr said. “The White House makes it seem as if the Shia were afraid only of Al Qaeda—but they are afraid of the Sunni tribesmen we are arming. The Shia attitude is ‘So what if you’re getting rid of Al Qaeda?’ The problem of Sunni resistance is still there. The Americans believe they can distinguish between good and bad insurgents, but the Shia don’t share that distinction. For the Shia, they are all one adversary.”
Nasr went on, “The United States is trying to fight on all sides—Sunni and Shia—and be friends with all sides.” In the Shiite view, “It’s clear that the United States cannot bring security to Iraq, because it is not doing everything necessary to bring stability. If they did, they would talk to anybody to achieve it—even Iran and Syria,” Nasr said. (Such engagement was a major recommendation of the Iraq Study Group.) “America cannot bring stability in Iraq by fighting Iran in Iraq.”
The revised bombing plan for a possible attack, with its tightened focus on counterterrorism, is gathering support among generals and admirals in the Pentagon. The strategy calls for the use of sea-launched cruise missiles and more precisely targeted ground attacks and bombing strikes, including plans to destroy the most important Revolutionary Guard training camps, supply depots, and command and control facilities.
“Cheney’s option is now for a fast in and out—for surgical strikes,” the former senior American intelligence official told me. The Joint Chiefs have turned to the Navy, he said, which had been chafing over its role in the Air Force-dominated air war in Iraq. “The Navy’s planes, ships, and cruise missiles are in place in the Gulf and operating daily. They’ve got everything they need—even AWACS are in place and the targets in Iran have been programmed. The Navy is flying FA-18 missions every day in the Gulf.” There are also plans to hit Iran’s anti-aircraft surface-to-air missile sites. “We’ve got to get a path in and a path out,” the former official said.
A Pentagon consultant on counterterrorism told me that, if the bombing campaign took place, it would be accompanied by a series of what he called “short, sharp incursions” by American Special Forces units into suspected Iranian training sites. He said, “Cheney is devoted to this, no question.”
A limited bombing attack of this sort “only makes sense if the intelligence is good,” the consultant said. If the targets are not clearly defined, the bombing “will start as limited, but then there will be an ‘escalation special.’ Planners will say that we have to deal with Hezbollah here and Syria there. The goal will be to hit the cue ball one time and have all the balls go in the pocket. But add-ons are always there in strike planning.”
The surgical-strike plan has been shared with some of America’s allies, who have had mixed reactions to it. Israel’s military and political leaders were alarmed, believing, the consultant said, that it didn’t sufficiently target Iran’s nuclear facilities. The White House has been reassuring the Israeli government, the former senior official told me, that the more limited target list would still serve the goal of counter-proliferation by decapitating the leadership of the Revolutionary Guards, who are believed to have direct control over the nuclear-research program. “Our theory is that if we do the attacks as planned it will accomplish two things,” the former senior official said.
An Israeli official said, “Our main focus has been the Iranian nuclear facilities, not because other things aren’t important. We’ve worked on missile technology and terrorism, but we see the Iranian nuclear issue as one that cuts across everything.” Iran, he added, does not need to develop an actual warhead to be a threat. “Our problems begin when they learn and master the nuclear fuel cycle and when they have the nuclear materials,” he said. There was, for example, the possibility of a “dirty bomb,” or of Iran’s passing materials to terrorist groups. “There is still time for diplomacy to have an impact, but not a lot,” the Israeli official said. “We believe the technological timetable is moving faster than the diplomatic timetable. And if diplomacy doesn’t work, as they say, all options are on the table.”
The bombing plan has had its most positive reception from the newly elected government of Britain’s Prime Minister, Gordon Brown. A senior European official told me, “The British perception is that the Iranians are not making the progress they want to see in their nuclear-enrichment processing. All the intelligence community agree that Iran is providing critical assistance, training, and technology to a surprising number of terrorist groups in Iraq and Afghanistan, and, through Hezbollah, in Lebanon, and Israel/Palestine, too.”
There were four possible responses to this Iranian activity, the European official said: to do nothing (“There would be no retaliation to the Iranians for their attacks; this would be sending the wrong signal”); to publicize the Iranian actions (“There is one great difficulty with this option—the widespread lack of faith in American intelligence assessments”); to attack the Iranians operating inside Iraq (“We’ve been taking action since last December, and it does have an effect”); or, finally, to attack inside Iran.
The European official continued, “A major air strike against Iran could well lead to a rallying around the flag there, but a very careful targeting of terrorist training camps might not.” His view, he said, was that “once the Iranians get a bloody nose they rethink things.” For example, Ali Akbar Rafsanjani and Ali Larijani, two of Iran’s most influential political figures, “might go to the Supreme Leader and say, ‘The hard-line policies have got us into this mess. We must change our approach for the sake of the regime.’ ”
A retired American four-star general with close ties to the British military told me that there was another reason for Britain’s interest—shame over the failure of the Royal Navy to protect the sailors and Royal Marines who were seized by Iran on March 23rd, in the Persian Gulf. “The professional guys are saying that British honor is at stake, and if there’s another event like that in the water off Iran the British will hit back,” he said.
The revised bombing plan “could work—if it’s in response to an Iranian attack,” the retired four-star general said. “The British may want to do it to get even, but the more reasonable people are saying, ‘Let’s do it if the Iranians stage a cross-border attack inside Iraq.’ It’s got to be ten dead American soldiers and four burned trucks.” There is, he added, “a widespread belief in London that Tony Blair’s government was sold a bill of goods by the White House in the buildup to the war against Iraq. So if somebody comes into Gordon Brown’s office and says, ‘We have this intelligence from America,’ Brown will ask, ‘Where did it come from? Have we verified it?’ The burden of proof is high.”
The French government shares the Administration’s sense of urgency about Iran’s nuclear program, and believes that Iran will be able to produce a warhead within two years. France’s newly elected President, Nicolas Sarkozy, created a stir in late August when he warned that Iran could be attacked if it did not halt is nuclear program. Nonetheless, France has indicated to the White House that it has doubts about a limited strike, the former senior intelligence official told me. Many in the French government have concluded that the Bush Administration has exaggerated the extent of Iranian meddling inside Iraq; they believe, according to a European diplomat, that “the American problems in Iraq are due to their own mistakes, and now the Americans are trying to show some teeth. An American bombing will show only that the Bush Administration has its own agenda toward Iran.”
A European intelligence official made a similar point. “If you attack Iran,” he told me, “and do not label it as being against Iran’s nuclear facilities, it will strengthen the regime, and help to make the Islamic air in the Middle East thicker.”
Ahmadinejad, in his speech at the United Nations, said that Iran considered the dispute over its nuclear program “closed.” Iran would deal with it only through the International Atomic Energy Agency, he said, and had decided to “disregard unlawful and political impositions of the arrogant powers.” He added, in a press conference after the speech, “the decisions of the United States and France are not important.”
The director general of the I.A.E.A., Mohamed ElBaradei, has for years been in an often bitter public dispute with the Bush Administration; the agency’s most recent report found that Iran was far less proficient in enriching uranium than expected. A diplomat in Vienna, where the I.A.E.A. is based, said, “The Iranians are years away from making a bomb, as ElBaradei has said all along. Running three thousand centrifuges does not make a bomb.” The diplomat added, referring to hawks in the Bush Administration, “They don’t like ElBaradei, because they are in a state of denial. And now their negotiating policy has failed, and Iran is still enriching uranium and still making progress.”
The diplomat expressed the bitterness that has marked the I.A.E.A.’s dealings with the Bush Administration since the buildup to the 2003 invasion of Iraq. “The White House’s claims were all a pack of lies, and Mohamed is dismissive of those lies,” the diplomat said.
Hans Blix, a former head of the I.A.E.A., questioned the Bush Administration’s commitment to diplomacy. “There are important cards that Washington could play; instead, they have three aircraft carriers sitting in the Persian Gulf,” he said. Speaking of Iran’s role in Iraq, Blix added, “My impression is that the United States has been trying to push up the accusations against Iran as a basis for a possible attack—as an excuse for jumping on them.”
The Iranian leadership is feeling the pressure. In the press conference after his U.N. speech, Ahmadinejad was asked about a possible attack. “They want to hurt us,” he said, “but, with the will of God, they won’t be able to do it.” According to a former State Department adviser on Iran, the Iranians complained, in diplomatic meetings in Baghdad with Ambassador Crocker, about a refusal by the Bush Administration to take advantage of their knowledge of the Iraqi political scene. The former adviser said, “They’ve been trying to convey to the United States that ‘We can help you in Iraq. Nobody knows Iraq better than us.’ ” Instead, the Iranians are preparing for an American attack.
The adviser said that he had heard from a source in Iran that the Revolutionary Guards have been telling religious leaders that they can stand up to an American attack. “The Guards are claiming that they can infiltrate American security,” the adviser said. “They are bragging that they have spray-painted an American warship—to signal the Americans that they can get close to them.” (I was told by the former senior intelligence official that there was an unexplained incident, this spring, in which an American warship was spray-painted with a bull’s-eye while docked in Qatar, which may have been the source of the boasts.)
“Do you think those crazies in Tehran are going to say, ‘Uncle Sam is here! We’d better stand down’? ” the former senior intelligence official said. “The reality is an attack will make things ten times warmer.”
Another recent incident, in Afghanistan, reflects the tension over intelligence. In July, the London Telegraph reported that what appeared to be an SA-7 shoulder-launched missile was fired at an American C-130 Hercules aircraft. The missile missed its mark. Months earlier, British commandos had intercepted a few truckloads of weapons, including one containing a working SA-7 missile, coming across the Iranian border. But there was no way of determining whether the missile fired at the C-130 had come from Iran—especially since SA-7s are available through black-market arms dealers.
Vincent Cannistraro, a retired C.I.A. officer who has worked closely with his counterparts in Britain, added to the story: “The Brits told me that they were afraid at first to tell us about the incident—in fear that Cheney would use it as a reason to attack Iran.” The intelligence subsequently was forwarded, he said.
The retired four-star general confirmed that British intelligence “was worried” about passing the information along. “The Brits don’t trust the Iranians,” the retired general said, “but they also don’t trust Bush and Cheney.” ♦

وأضاف ازولاي الذي يقيم مكتبة داخل القصر الملكي المغربي في العاصمة الرباط أن الأمن الإسرائيلي مرتبط بالوضع العام للفلسطينيين، إذ أنه لن يكون أمن وأمان لإسرائيل ما دامت القضية الفلسطينية لم تحل ولم تقم الدولة الفلسطينية إلى جانب إسرائيل.

ازولاي هو مصرفي ورجل أعمال، وبدأ عمله كمستشار للملك الحسن الثاني الراحل قبل 16 عاماً وما زال يعمل في منصبه في عهد الملك الحالي محمد السادس. وقال أنه عربي يهودي يعمل من أجل السلام...

لم يتحدث المستشار الخاص للملك المغربي، رئيس لجنة القدس، عن أن الاحتلال هو سبب التوتر في المنطقة، ولم يدع إلى إنهائه .. انه سفير إسرائيلي في القصر الملكي المغربي. ووجوده في القصر المغربي يفسر العلاقة الوطيدة بين العائلة الحاكمة في المغرب وبين دولة إسرائيل.

ليست عاصفة خريف مبكره ... ولكنها الحرب

انتهت حرب الجنوب اللبناني واصيبت استراتيجية الامن الاسرائيلي من جراءها بضربة زعزعت سمعة الجيش الاسرائيلي وجدوي نظرية الردع والذراع الطويله، ورغم الدمار الذي قام به سلاح الجو الاسرائيلي لبيروت والجنوب، الا انه علي المستوي العسكري حقق الفشل علي كافة المستويات ، المعلومات والتخطيط والعمليات والقدره علي التعامل مع خطط المقاومه. وللمرة الاولي خلقت صواريخ الكاتيوشا توازنا معه ادي به الي الهروب للخلف عله يستعيد المبادره بوسائل اخري.وفي اعقاب الحرب اتجه المحللون والمراقبون الي الحديث عن حرب جديده لاستعادة الهيبه للجيش الاسرائيلي في الصيف المنقضي.

ومع نهاية الصيف عادوا الي الحديث عن التهدأه بين ضفتي الجولان وعدم الذهاب بعيدا في تفسير التحركات العسكريه علي اي من الجانبين بأنه إيذانا بحرب.

واتسم العام المنقضي بانشغال عربي لاعادة اكتشاف العدو " ايران ام اسرائيل " ، وانقسام بالموقف الفلسطيني بين سلطة ومقاومه، وتربص عربي عربي تجاه سوريا، واستعاده صراعات مذهبيه بين السنه والشيعه واخيرا بالاشتباك علي مؤتمر بوش وهل تحضره سوريا ام لا؟.

وظهر للعيان أن الاداء العربي تجاه الازمه الداخليه في لبنان، كأنما يحاول تحقيق ما عجزت عنه اسرائيل تجاه حزب الله ، وصار العمل العربي يتجه الي حصار حزب الله وسوريا وايران، بل بلغ حد التنسيق بين عرب الاعتدال والمحافظون الجدد فيما كشفه الكاتب الامريكي سيمور هيرش عن تعديل الاتجاه من العراق الي ايران وتشكيل مجموعة عمل من ديك تشيني نائب الرئيس الامريكي وزلماي خليل زاده وابرامز مضيفا اليهم الامير السعودي بندر بن سلطان، واوضح سيمور هيرش مدي التنسيق السعودي الاسرائيلي حتي اسماه " العناق الاستراتيجي "، والهدف الجديد هو حصار سني للشيعه، وذات الهدف يعني خطة الحرب تجاه ايران وبالتبعيه سوريا وحزب الله.

وسط هذا التخبط ، والذي احتوي العديد من التفاصيل، استيقظ العرب يوم 6 سبتمبر علي انباء اختراق اسرائيلي للاجواء السوريه، وظل التكتم لايام قليله، لتنفجر في وجه العرب " المعتدلون منهم وغير المعتدلين " ، حقائق تؤكد أنها الحرب وأنهم خارج الملعب الرئيسي في المنطقه، ومن يملك بصيص ضمير فيهم يكتشف مخطط الخداع الامريكي الاسرائيلي.

وحتي لا يذهب حديث المعتدلون العرب ادراج الرياح، جاءتهم كوندليزا رايس باقتراح ضم سوريا الي مؤتمر نوفمبر للشرق الاوسط. والغريب ان هؤلاء العرب ، ومنهم من رفض حضور سوريا هذا المؤتمر ، ومنهم من اعلن موت عمليه السلام بالشرق الاوسط ، لم يحركوا ساكنا مع تداعي تفاصيل العمليه العسكريه شمال سوريا.

وتجسدت حقيقة أن العرب صاروا خارج الصراع الحقيقي ، ولا يملكون ما يمكن تسميته باستراتيجيه ، او حتي تفسيرا مقبولا لحالة الاستسلام والتردي التي المت بهم، وهو ذات الامر الذي يفتح الباب علي مصراعية للاطراف المشتبكه حاليا أن تتخذ منهم من المواقف ما لا يملكون معه سبيلا للتعديل او الاعتراض.

سوريا ــ حزب الله ــ ايران

الطرف المعادي لامريكا واسرائيل ( سوريا ــ حزب الله ــ ايران ) لم يدخل سوي اختبارين عمليين.

اولهما حرب لبنان العام الماضي ونجح فيها حزب الله عندما وضع قواعد التزم بها ، وصار خلالها حزب الله مالكا لقوة ردع في مواجهة اسرائيل ، وقدرناه جميعا انه يفتح عصرا جديدا امام المواجهة العربيه الاسرائيليه، وهي غير حرب الجيوش النظاميه.

والاختبار الثاني هو ما حققته اسرائيل في شمال سوريا، ونقل امر المواجهة مع سوريا ( التي ستحدد بنفسها ولنفسها متي واين ستكون المعركه !! وما زالت تحاول) ،من الوضع المتعارف عليه "ان الجولان محتل ولسوريا حق الحرب من اجل تحريره" ، الي كونها عضو في محور شر جديد ( سوريا ــ ايران ــ كوريا الشماليه ) ، وان الخطر السوري صار " نوويا "، ووجبت مواجهته عالميا.

والسؤال الملقي امام سوريا " كيف ستواجه هذا الاختبار؟ وما هي البدائل أمامها ؟ ثم كيف ستواجه ما يسمي بؤتمر سلام الشرق الاوسط الذي اصبحت مدعوه اليه كما اعلنت كوندي وزيرة خارجية امريكا، او كما صرح بيريز واولمرت بعد 6 سبتمبر ،عن امكانية لمحادثات سلام غير مشروط مع سوريا وهو ذات الحديث الذي سبق العمليه العسكريه علي الشمال السوري الامر الذي يوحي بعملية جديدة قادمه؟؟ اختبار ليس بين سوريا والمعتدلين العرب ، ولكنه اختبار لسوريا مع النفس؟؟

الموقف الايراني ، يتبع منهج " ذبح القطه بقطعه قطن " ، ايران ما زالت تدير عمليه دبلوماسيه حول حقها في امتلاك الطاقه النوويه في مواجهة الغرب كله، وتواجه مواقفا عربيه تكاد تكون معاديه لها ترفض احتمال ايران النوويه وتفضل عليها اسرائيل بترسانة القدره النوويه التي تملكها بالفعل .

ولكن المواجهة العسكريه من حيث القدره ليست اعلانات متكرره عن تطوير مدي الصواريخ وقدرتها التدميريه واعدادها، فالهدف من مواجهة اي عمليه عسكريه هو منع العدو من تحقيق هدف تدمير الانجاز الذي تحقق في المجال النووي الايراني. والا فما جدوي استراتيجية شمشون اذا خرجت منها اسرائيل وامريكا وقد تحققت اهدافهم ، أيا ما كان الثمن ، ولم يخرج منها معسكر المقاومه بما قاتل من أجله ودفع ثمنه.

اسرائيل وامريكا

لم يخف الطرف الثاني في معادلة الصراع بالمنطقه أيا من اهدافه ، فالأمر بالنسبة اليه ، هو صراع علي السيطره المطلقه وليس التوازن بين المصالح ، وليست دعوات الديمقراطيه والسلام ،. وبقدر ما الحق بهذا المعسكر من ضربات اصابت غرور القوه ، سواء في العراق او في لبنان ، او حتي في فلسطين، عندما لم ينجح ابومازن في اختبار تطبيق اوسلو وتجريد الاراده الفلسطينيه من " مفهوم المقاومه المسلحه "، وصمود جبهة الممانعه في لبنان دون تحقيق الرؤيه الامريكيه الاسرائيليه رغم كل الوان الحصار وقوات اليونيفيل والدعم لحكومة تشوب تصرفاتها علامات استفهام عديده وعن مدي العلاقة بينها وبين اسرائيل وابعاد التنسيق بينهما وحتي حول دور الاعتدال العربي في تغذية الانشطار اللبناني.

ورغم ذلك كله نجحت امريكا واسرائيل في اعادة انتاج العدو ، وجسدته في ايران، وجعلت الانقسام العربي الي سني شيعي، ولم تعد هناك مقومات للاختيار العربي الا بقاء كراسي الحكم بين الايدي التي تستحوز عليها، ايا ما كان الثمن. ومضت الي استخدام الثروه العربيه مصدرا لتمويل عملياتها السريه، من الاغتيالات الي شراء وبناء التنظيمات التي تحمل السلاح تحت عناوين براقه ولكنها تخدم استرتيجية امريكا واسرائيل.

الحرب

اعلنت عملية 6 سبتمبر اطلاق " القوه من عقالها " ، فالامر الواضح ان المخططات السابقه علي حرب لبنان 2006 قد تم وضعها موضع التنفيذ. وفي الحد الادني فان القرار الاسرائيلي الامريكي بالقيام بالغاره له ستة اشهر من المراقبه وتبادل المعلومات وحتي جلب عينات من الموقع !! لاقناع الطرف الامريكي بوجوب العدوان وتمت الغاره. أي ان اي حديث عن سلام مع سوريا ، لا يمنع من عصا التأديب الاسرائيليه ... ولكن لو توقعت اسرائيل ردا ما من سوريا كانت ستقوم بهذا العمل؟ ...

وتغير التوصيف الامريكي الاسرائيلي للحاله السوريه ــ بناءا علي آخر ما نشر بالصنداي تايمز ان الغاره استهدفت موقعا به انشطه ويحوي مواد نوويه مصدرها كوريا الشماليه ــ وان المواجهة الآن مع محور الشر الجديد (ايران سوريا كوريا االشماليه ) ، وصارت المواجهه مع الارهاب النووي ، وما قامت به اسرائيل هو نموذج للقادم .

وأعلن باراك وزير الدفاع الاسرائيلي: «على المنطقة أن تعود إلى إدراك أن لدينا ذراعاً طويلة ولن نتردد في استخدامها». ويعود ليوضح طبيعة القادم : «لماذا نتحمل مسؤولية شيء من دون أن نضطر إلى ذلك؟ وإذا كان من الممكن القيام بأمور كبيرة من دون الانجرار إلى الحرب، فيجب القيام بها ومنع الحرب». لقد استعادوا مفهوم "Who Dares Wins" " من يملك الجرأه يكسب" كما قالت الصنداي تايمز .

هذا تقدير الموقف الامريكي الاسرائيلي، ويجري استكمال اعداد مسرح العمليات , والقوات البريطانيه غادرت البصره الي الحدود مع ايران ، ونتوقع ان تشكل مع قوات مجاهدي خلق محورا جنوبيا مماثل لمحور الشمال المكون من الاسرائيليين وقوات البشمرجه ــ ونرجح انه كان مصدر القوات الارضيه في اتجاه سوريا ــ ، واعلن مصدر اسرائيلي ان الحرب مع ايران ستقع خلال ثمانية الي عشرة اشهر.

واسرائيل ذاتها بين خيارين: منع ايران من استكمال نشاطاتها النوويه وضربها وتحمل القصفات الصاروخيه التقليديه ، او الانتظار الي ان تمتلك ايران قدره نوويه وتقيم توازنا بالمنطقه، ومنذ 26 عاما رفضت امريكا واسرائيل أي قنبلة اسلاميه وضرب المفاعل الذري العراقي، واليوم يعلنون نفس الخطوط الحمراء.

والطرف الثاني يبدوا وكأنه اتخذ قرارا بتلقي الضربة الاولي، وقد يعتبر ان ما حدث شمال سوريا لا يندرج تحت مدلول الضربة الاولي او اعلان الحرب، وهذا خيار يحرمه من أخذ أي مبادره ، وتوجيه اي عملية اجهاضيه لما يجري اعداده، ومع عدم تحديد الخط الفاصل بين العمليات الخاصه والضربه الاولي فلا رادع للطرف الامريكي وبالاحري الاسرائيلي عن فعل ما يريد. والوعيد السوري الايراني لا جدوي منه ان لم يكن له في الواقع ما يؤكده ، واذا لم يكن هناك ردا علي العمليه الاسرائيليه شمال سوريا ، فنحن في انتظار القادم من اعمال اسرائيليه تجاه سوريا وايران .

الموقف وصل الي الحالة الحرجه ونقطة الانقلاب، ودون رادع فلا تنتظر ايران وسوريا الا عمليات متنوعه تحقق هدف الطرف الآخر ، وعندها لسنا في حاجه الي مؤرخين ومحللين ليبينوا لنا ما جري... لان الوقائع الماديه وخريطة ما بعد الحدث ستتحدث عن نفسها.

عاصفة خريف مبكره ، اسقطت اوراق خضراء قبل ان تجف، وأخذت معها اوراق التوت التي يستتر بها ما يسمي بالاعتدال العربي ، لتدهسها احذية ثقيله لجنود العدو فوق الارض العربيه دون رادع..

رايس: تسليح سوريا لـ«حزب الله» أخطر أسباب التوتر الإسرائيلي ـ السوري

اعتبرت وزيرة الخارجية الاميركية كوندليسا رايس، امس، ان احد اخطر اسباب التوتر بين سوريا واسرائيل هو ان دمشق هي الممول الرئيسي للاسلحة الآتية الى «حزب الله». واوضحت ان السبب وراء دعوة دمشق الى حضور المؤتمر الذي دعا الرئيس جورج بوش الى عقده، هو عدم احراج اعضاء اللجنة العربية التي شكلتها الجامعة العربية.
ورفضت رايس، في مقابلة مع «فوكس نيوز»، التعليق على الخرق الجوي الإسرائيلي للأجواء السورية. وقالت «إن المشكلة الأكبر، في رأيي، بالنسبة إلى منع انتشار أسلحة الدمار الشامل في الشرق الأوسط، ستكون إذا حصلت ايران على أسلحة نووية، او حتى التكنولوجيا النووية لايجاد برنامج تسلح نووي. لان هذا الامر سيطلق تسابقا من قبل دول اخرى في المنطقة».
وحول ما اذا كان هناك تخوف من حرب بين سوريا واسرائيل، قالت رايس «هناك الكثير من الاسباب التي تبعث للقلق حول سوريا واسرائيل. اعني، ان احد (الامور) الطارئة والعاجلة انه بعد الحرب في لبنان، عندما تعرض حزب الله الى ضربة قوية، فان سوريا كانت الممول الرئيسي للاسلحة الآتية الى حزب الله. وهذا الامر كان معترفا به من قبل اللبنانيين وغيرهم. وهكذا فان هذا الامر يمثل مشكلة لاسرائيل التي عليها ان تراقب حزب الله يعيد بناء (ترسانته)، وكنا نحاول العمل مع اللبنانيين حول تلك القضية. الا ان هناك العديد من الاسباب للتوتر بين سوريا واسرائيل. اعتقد ان هذا الامر هو اخطرها».
واضافت رايس «اعتقد ان ما هو مثير للاهتمام هو ان اسرائيل ليست الدولة الوحيدة القلقة من سوريا. ما تقوم سوريا به في لبنان، ما تقوم به سوريا من تدفق للمقاتلين الاجانب الى العراق، ما تقوم به سوريا من دعم لحماس، هذه الامور هي تهديد بأشكال مختلفة للشرق الاوسط. وهكذا يمكنني ان اتخيل، من يمكن ان يقول، عندما انطلقنا بهذا الامر، لماذا تريدون دعوة سوريا الى اجتماع (مؤتمر بوش) دولي يفترض به ان يتحدث عن السلام الاسرائيلي ـ الفلسطيني. حسنا، ان سوريا عضو في اللجنة العربية حول مبادرتهم للسلام. وهذه المبادرة ستكون واحدة من المواضيع التي سيتم بحثها خلال اللقاء لاننا نريد، ليس فقط المسار الاسرائيلي الفلسطيني، بل ان يتعود العرب على فكرة ان تكون اسرائيل هناك ايضا. وهكذا واجهنا خيارا: هل تحاول ان تقصي احد اعضاء اللجنة، مسببا حرجا كبيرا للآخرين في محاولة حساب ما اذا كانوا سيأتون ام لا وهلم جراً، او تقول فقط ان كل اللجنة مدعوة. وعلى فكرة فانك اذا اتيت الى هذا الاجتماع فانك تقبل نوعا ما مسؤولية ان القضية الاسرائيلية ـ الفلسطينية ستحل بشكل سلمي وفق حل الدولتين؟. لقد قررنا الامر الاخير، وهو ليس احد اسهل القرارات التي اضطررنا الى اتخاذها».
وحول ضرورة ابقاء الضغط على سوريا وعدم السماح بحضورها المؤتمر ومن يدعمها ماليا، قالت رايس «لديهم عدد من المشاريع، دعني اقل انهم يعملون في اماكن مثل لبنان. واساسا، في القطاع المالي داخل لبنان». واضافت «المشكلة انهم لا يقرون انهم لم يعودوا متواجدين في لبنان. وقد حاولوا من خلال الترهيب ودعم عدد من حلفائهم في لبنان جعل حياة الحكومة المنتخبة ديموقراطيا صعبة».
وتابعت رايس «لقد قتل عدد من الاشخاص»، موضحة، حول ما اذا كانت سوريا سببت ذلك، «حسنا، من لديهم روابط. لا استطيع القول اذا كانوا مع سوريا ام لا، لكن الاكيد ان لديهم روابط. يجب ان يتم الضغط عليهم».
واعربت رايس عن اعتقادها انه «على الدول العربية السنية، القلقة جدا من النفوذ الايراني والعنف الايراني، تشكيل نوع من هيئة الصداقة، التحالف، لمحاولة القيام بعدد من الامور في الشرق الاوسط. اولا محاولة انشاء دولة فلسطينية يمكن ان تعيش جنبا الى جنب الى جنب اسرائيل ويمكن بالتالي انهاء الصراع ووضعنا على طريق المصالحة بين العرب والاسرائيليين. ثانيا، محاولة دعم الحكومة اللبنانية، نفس الدول التي تدعم فؤاد السنيورة وحكومته، وايضا ان يكون لها سياسات افضل تجاه العراق».
وقالت رايس «ان العرب، يعرفون انها (سوريا) مشكلة، وهم ممتعضون من علاقتها مع ايران... لانها اصبحت جسرا لايران للتدخل في الشؤون العربية، سواء في القضية الاسرائيلية ـ الفلسطينية او ما يحصل في العراق».

انتهي الدرس يا عرب ... هي الحرب

ما نشرته الصنداي تايمز امتداد علي خط مستقيم وسط الفراغ الذي خلقه الاعلام السوري ، والصمت الاسرائيلي الرسمي وحالة التكتم التي اضفوها علي العمليه الاسرائيليه في شمال سوريا ، والجديد انهم جعلوا العمليه عمليتين وتكاد توحي الخريطه بضلوع تركيا في الموضوع والتحركات الارضيه من شمال العراق الي الموقع الذي يبعد 50 كم من الحدود العراقيه السوريه الشماليه.

وغير عدد العمليات والدول المشتركه او المتغاضيه ، هناك نقله نوعيه فيما نشرته التيمز ، والتأكيد فيه بأن الهدف مصنعا او مخزنا لمواد نوويه ، والانتقال من الصراع حول الجولان ومن الحديث عن الوساطه السوريه لنقل الاسلحه من ايران الي حزب الله ، للحديث عن المحاوله السوريه للانضمام الي النادي النووي بواسطة كوريا الشماليه، وعليه اصبحت سوريا في معادلة جديده،هي محور الشر السوري الايراني الكوري الشمالي.

وهناك استعادة لامجاد قوات النخبه الاسرائيليه وهي ما قامت بعملية مطار عنتيبي وتحت قيادة باراك نفسه، بأنهم دخلوا الي الموقع السوري بلباس جنود سوريين وحصلوا علي عينات وعادوا بها لاسرائيل لتحليلها. وثبت انها من كوريا الشماليه ، ونوويه ؟؟ واخطروا بوش فوافق علي الضربه؟!!

ثم نظرية العمل الاسرائيليه

، والقبول بالمخاطره وعدم السماح بوجود اي نشاط معادي.

ولان الحرب موضوع شديد الاهميه ، فالاسئلة وعلامات التعجب والاستفهام تتراكم .

لماذا لم تعلن سوريا حقيقة الامر مكتفيه بان الذخائر لم تصب احد ، ربما سوري لان الغرب ــ وليس كل ما يقال صحيح وربما يدخل في مجال الحرب النفسيه ــ ينقل عن الصينيين ان بعض الكوريين الشماليين اصيبوا في العمليه.

وهل مطلوب من سوريا الرد العسكري ؟ اتطوع مستفزا لهم .. نعم مطلوب من سوريا الرد العسكري والرادع ...

وهل ستذهب سوريا الي مؤتمر بوش القادم في نوفمبر ؟ الحق أقول لماذا تذهب؟ وما الذي ترجوه من المؤتمر سوي دخول شبكة الصياد الامريكي الاسرائيلي. وأعود لاقول ان ردا عسكريا موجعا قد يكون هو شرط الذهاب ... فهل ستتعاون معها امريكا والاردن ومصر والسعوديه لتتيح لها المجال للرد ؟؟

ويبقي من الامر ان ايران ترفض وستتدخل حال المواجهة بين سوريا واسرائيل ، ولم يعطونا معني المواجهه. وان كوريا الشماليه ترفض وبغضب الاتهامات الموجهه اليها.

وفي هذه الحاله اقول ليكن الله مع حزب الله الذي اصبح وحيدا في المواجهه مع اسرائيل الي حين ورود اشعار آخر من سوريا وايران، ولعله يصلنا قبل بدأ العمليات العسكريه في مواجهتهم خلال 8 الي 10 اشهر القادمه كما افدت المصادر الاسرائيليه.

ما زلت انتظر من دول عربيه كيف رأت الامر؟

أما اسرائيل فتستكمل حالة النيو لوك الجديده بمظهر العسكريين يتدربون، وقصص العمليه الاخيره ، والوعيد لمن تسول له نفسه بالاقتراب ولعلها رساله للاسطول الروسي الذي يحاول ان يقترب من البحر الابيض ويتخذ من ميناء طرطوس قاعده بحريه، ولعلها ايضا رساله للساده الذين يشترون السلاح او يعملون عليه ... هل نجحت اسرائيل في التشويش؟ ام انها امريكا؟ ام انه النوم في العسل؟؟؟

أبقى وزير الدفاع الإسرائيلي، إيهود باراك، على الغموض الذي تنتهجه حكومته حيال العدوان الجوي الذي نفذته مقاتلات إسرائيلية على سوريا قبل نحو أسبوعين، رافضاً، خلال مقابلة مع صحيفة «معاريف» أمس، التطرق للحدث. لكن رغم ذلك، ألمح مراسل الصحيفة الذي أجرى المقابلة، بن كسبيت، إلى إقرار ضمني لباراك بالهجوم من خلال حديثه عن تفضيل وزير الدفاع اعتماد «نظرية أبو جهاد» في هذا الموضوع، في إشارة إلى اغتيال القيادي في منظمة التحرير الفلسطينية، خليل الوزير، في تونس عام 1988.
ومعروف أن وحدة نخبة إسرائيلية قامت بتنفيذ العملية في حينه، إلا أن تل أبيب لم تتبنّها بشكل رسمي. ونسب كسبيت إلى باراك تصوراً عن هذا الأمر مفاده: «لماذا نتحمل مسؤولية شيء من دون أن نضطر إلى ذلك؟ وإذا كان من الممكن القيام بأمور كبيرة من دون الانجرار إلى الحرب، فيجب القيام بها ومنع الحرب».
وتحدث باراك، في المقابلة التي أجريت معه بمناسبة مرور مئة يوم على شغله لحقيبة الدفاع، عن أولويات وزارته، فرأى أنها تتلخص في تركيز الجهود أولاً على بناء منظومة مضادة للصواريخ متعددة الطبقات، ومن ثم تحسين القدرات البرية بما في ذلك تحصين المدرعات إضافة إلى استكمال بناء الترسانة التسليحية واستكمال التدريبات اللازمة، وخاصة بالذخيرة الحية. وبعد ذلك تعزيز القدرات الجوية انطلاقاً من أن «على المنطقة أن تعود إلى إدراك أن لدينا ذراعاً طويلة ولن نتردد في استخدامها».
ورأى باراك، في سياق الحديث عن الحرب، أنه ينبغي التريث وإعداد كل الخيارات ورسم كل السيناريوات واختيار الأفضل منها، مشيراً إلى أن إسرائيل «قوية، وعليها أن تعرف ما هو الأهم والأشد خطورة. وإذا أردنا التوجه إلى الحرب فعلينا فحص احتياطي السلاح والخطط والمخاطر التي قد تتعرض لها الجبهة الداخلية وكل ما سيحدث، ويجب اتخاذ القرار من بين سلسلة من الخيارات الواضحة والجاهزة».
وأعرب باراك عن اعتقاده بأن رئيس وزارئه، إيهود أولمرت، يدرك أنه أخطأ في إدارة العدوان على لبنان، وقد استوعب ذلك، مشيراً إلى أنه الآن «أعد نفسه بهدوء أعصاب وانضباط ذاتي، واتخذ القرارات بصورة متوازنة».
ورداً على سؤال عن تعهده تقديم موعد الانتخابات عند نشر التقرير النهائي للجنة فينوغراد، شدد باراك على أنه عند كلمته، لافتاً في الوقت نفسه إلى أن «أحداث الأسابيع الأخيرة غيرت النظرة للمدى العمري لهذه الحكومة» لجهة زيادة استقرارها. وبرغم ذلك، قدر رئيس الحكومة الأسبق أن نشر تقرير فينوغراد «لن يحدث بالسرعة التي يعتقدها البعض»، مرجحاً تأخر حصوله إلى العام المقبل، وفي هذه الحالة سيكون موعد الانتخابات المتفق عليها نهاية 2008، أو حتى في عام 2009.
وعلى الصعيد السياسي، رأى باراك أنه يجب «تعزيز مكانة (الرئيس الفلسطيني) أبو مازن و(رئيس حكومة الطوارئ) سلام فياض وإضعاف حماس». واستدرك متحفظاً بالقول: «إن المراهنة على إملاء الأمور عليهم ليست موجودة لدينا، كما أننا لسنا قادرين على ذلك. إن حماس وفتح ليستا الشيء نفسه، لكنهما وجهان للذراع الوطنية نفسها، وتتنافسان في ما بينهما». وأضاف، ملخصاً مقاربته لهذا الملف: «في المقابل لا يجب أن تكون قدرتنا على الحفاظ على أمننا محدودة، نحن نريد آفاقاً سياسية، لكن حدود ذلك تقف عند المسؤولية الأمنية».
وفي ما يتعلق بالحصيلة المطلوبة برأيه للاتصالات القائمة بين عباس وأولمرت، قال باراك: «ليست لدي مشكلة بصدد بيان مشترك غير ملزم ولا يدق المسامير في تفاصيل الاتفاق. لكنّ من يريد الذهاب أبعد من ذلك عليه أولاً أن يجري نقاشاً معمقاً في داخلنا. ما هي مصالحنا الحيوية وما الذي يوجِد لدينا استعداداً للمساومة عليه؟ وهل الجانب الآخر قادر في ظل القيادة الحالية على توفير البضاعة المطلوبة؟ وما هي احتمالات فشل المفاوضات؟ ما هي مخاطر مثل هذا الفشل؟ هل هذه مجرد أحاديث عن الأجواء؟ وهل توقيع الاتفاق مع طرف واحد يمكن أن يصمد في ظل الواقع الحمساوي؟».

كوماندوس إسرائيلي عادوا من سوريا بـ«أدلّة نووية»!

تتواصل صناعة «الحبكات البطولية» حول العدوان الجوي الإسرائيلي على سوريا قبل نحو ثلاثة أسابيع، لتضفي عليه طابعاً أسطورياً يهم

إسرائيل، برغم صمتها، أن يتولد لدى المتلقي العربي. جديد هذه الحبكات حديث صحيفة «صنداي تايمز» عن عمليات كوماندوس نفذتها وحدات نخبة إسرائيلية قريباً من موقع العدوان قبل قصفه، حصلت خلالها على «أدلة نووية»

نقلت صحيفة «صنداي تايمز» البريطانية، أمس، عن مصادر وصفتها بأنها مطّلعة في واشنطن وتل أبيب، قولها إن وحدات من النخبة تابعة للجيش الإسرائيلي تمكنت من الحصول على مواد نووية، مصدرها كوريا الشمالية، من موقع عسكري سري قرب دير الزور في سوريا قبل قيام إسرائيل بقصفه وتدميره مطلع الشهر الجاري.
وقالت الصحيفة، بحسب المصادر نفسها، إن الهجوم على الموقع العسكري السوري «تم بموافقة الأميركيين في السادس من الجاري بعد إطلاع واشنطن على أدلّة، كانت قد اشترطت الحصول عليها قبل إعطاء مباركتها على العملية، بأن المواد (التي تم الحصول عليها) على علاقة بالأسلحة النووية. وأظهرت الفحوص المخبرية بأن منشأها كان كوريا الشمالية». وأشارت الصحيفة إلى أن «القوات الخاصة الإسرائيلية كانت تجمع، ولأشهر، معلومات استخبارية (حول هذا الأمر) داخل سوريا».
وأوضحت الصحيفة أن وزير الدفاع الإسرائيلي، إيهود باراك، القائد السابق لوحدة «سييرت متكال»، هو الذي تولى الإشراف المباشر على العملية التي نفذتها الوحدة، مشيرة إلى أنه كان قد وضع هذا الموقع السوري نصب عينيه منذ تسلم مهماته وزيراً للدفاع في 18 حزيران الماضي.
ولم تكشف الصحيفة تفاصيل عن تاريخ المهمة التي نفذتها وحدة الكوماندوس الإسرائيلية ولا عن نوع المواد المصادرة.
ونسبت الصحيفة إلى مصدر أميركي وصفته بأنه «بارز» قوله «إن الإدارة الأميركية طلبت إثباتاً من إسرائيل على أن النشاطات الجارية في الموقع السوري ذات طبيعة نووية قبل إعطاء موافقتها على الغارة».
وأشارت إلى أن دبلوماسيين في بيونغ يانغ والصين «يعتقدون بأن عدداً من الكوريين الشماليين قُتلوا خلال الغارة الإسرائيلية استناداً إلى تقارير وصلت إلى حكومات آسيوية حول محادثات في هذا الشأن جرت بين مسؤولين صينيين وكوريين شماليين». وقالت الصحيفة «إن المسؤول في حزب البعث السوري إلياس مراد زار بيونغ يانغ عن طريق الصين الخميس الماضي، ما يعزز الاعتقاد بأن البلدين ينسّقان ردهما على الغارة الإسرائيلية».
ورأت «صنداي تايمز» أن «الهجوم على ما تصفه مصادر أمنية إسرائيلية بـ«المشروع الكوري الشمالي» يبدو أنه «جزء من حرب سرية ضد طموحات التسلح غير التقليدي لكل من سوريا وكوريا الشمالية، التي يظهر أنها بدأت تشكل، بمعية إيران، محور الشر الجديد».
وفي السياق، حذر باراك، في خطاب ألقاه أمس في حفل رسمي لإحياء ذكرى قتلى حرب عام 1973، من انخداع إسرائيل بتهدئة وهمية في مقابل سوريا، والاستعداد لحرب وكأن اندلاعها قريب جداً.
ونقلت وسائل إعلام إسرائيلية عن باراك قوله، على خلفية التوتر الحاصل في الفترة الأخيرة بين إسرائيل وسوريا، إنه «إذا كان هناك عبرة وطنية تعلمناها من حرب يوم الغفران فهي الخطأ الذي ارتكبناه أنه في ما يتعلق بالأمن لا يجب الانخداع بتهدئة وهمية. يتطلب الأمر منا برودة الأعصاب واليقظة ويداً مجربة وثابتة على الزناد».
وأضاف باراك أن «على إسرائيل أن تكون مستعدة كما لو أن الحرب المقبلة خلف الباب... ففي المسائل المتصلة بأمننا القومي، يجب أن تكون قوة إسرائيل متأهبة وكفوءة على الدوام. كما أن علينا أن نطور وننمي باستمرار التفوق النوعي لهذه القوة».
أما رئيس الأركان الإسرائيلي، غابي أشكنازي، فقال من جهته، في كلمته خلال الحفل، إن «الدرس الذي تعلمته من الحرب (تشرين) هو النظر بشكل مباشر إلى الواقع وعدم الانجرار الضال وراء التمنيات». وأضاف «نحن موجودون من أجل فحص الواقع كل صباح انطلاقاً من شعور عميق بالمسؤولية والإدراك أن حقيقة وجود دولة يهودية مستقلة في هذه المنطقة ليست أمراً بديهياً، ولذلك فإن خطر الفشل يكمن في أي تصور (حيال الواقع)».
وكان رئيس الحكومة الإسرائيلية، إيهود أولمرت، قد قال صباح أمس، خلال الجلسة الحكومية، إن «المؤسسة الأمنية تعمل في كل الساحات من دون توقف وتحقق إنجازات ناجحة جداً». وأضاف، في ما يمكن اعتباره تلميحاً إلى العدوان الذي نفذته مقاتلات إسرائيلية ضد سوريا، «في أحيان كثيرة، لا يتم كشف هذه الإنجازات أمام الجمهور، إلا أن ذلك لا يعني أنه لا يتم تنفيذ عمليات ناجحة».
من جهة أخرى، أفادت وسائل الإعلام الإسرائيلية أن وزيرة الخارجية الإسرائيلية، تسيبي ليفني، التي غادرت أمس إلى نيويورك للمشاركة في أعمال الدورة السنوية للجمعية العامة للأمم المتحدة، ستلتقي عدداً من زعماء الدول العربية وستنقل عبرهم رسائل تهدئة إلى دمشق، «للمرة الأولى منذ الحادثة في الأجواء السورية».
ونقلت صحيفة «معاريف» عن مصادر سياسية إسرائيلية رفيعة المستوى قولها إن ليفني ستلتقي خلال الأيام المقبلة وزراء خارجية وعدداً كبيراً من القادة، بينهم ممثلون عن مصر والأردن وتركيا، بالإضافة إلى ممثلين عن دول لا تقيم علاقات رسمية مع إسرائيل. وأضافت المصادر أن ليفني ستستغل بعض هذه اللقاءات من أجل التشديد على «النقاط الأساسية لرسالة» أولمرت، والتي تعتبر أن «سوريا حتى الآن تؤدي دوراً سلبياً في الشرق الأوسط، غير أن لديها إمكانية تغيير هذه الأمور»، وذلك في موازاة التأكيد على أن «إسرائيل معنية باستئناف المفاوضات معها من دون أي شروط مسبقة، على أن تكون مفاوضات حقيقية».
إلى ذلك، ذكرت الإذاعة العبرية أن المقاتلات الإسرائيلية هرعت صباح أول من أمس باتجاه هضبة الجولان المحتلة في أعقاب اختفاء جسم طائر كان يحلق في الأجواء السورية المحاذية من على شاشات الرادار الإسرائيلية. ونقلت الإذاعة عن مصادر عسكرية إسرائيلية قولها إن التقدير اللاحق للحدث رجح أن يكون تحطم الطائرة السورية هو سبب الاختفاء عن شاشات الرادار، وأنها لم تكن بمهمات هجومية. يذكر أنها المرة الثانية خلال 48 ساعة التي تنطلق فيها المقاتلات الإسرائيلية إلى الشمال استجابة لإنذار كاذب.

تأكيد نتنياهو لـ«الغارة» يثير زوبعة في إسرائيل

تلقّى الوسط السياسي الإسرائيلي بدهشة وسخط كبيرين «زلة لسان» زعيم المعارضة بنيامين نتنياهو، الذي كسر صمتاً رسمياً بشأن الاعتداء الإسرائيلي على سوريا، عندما أعلن في مقابلة مع القناة الأولى في التلفزيون الإسرائيلي أول من أمس، أنه كان شريكاً في السرّ، وأنه أيّد وهنّأ رئيس الحكومة الإسرائيلية إيهود أولمرت على هذه «الغارة» التي كانت لها «أهمية استراتيجية، وكانت ناجحة».
ويُعدّ كلام نتنياهو أول إقرار علني من مسؤول إسرائيلي رفيع المستوى في شأن حصول العملية في سوريا، في وقت تبذل إسرائيل جهوداً كبيرة للحفاظ على السرية والتعتيم بشأنها، وهو ما أثار موجة من الاتهامات المتبادلة بين معسكر نتنياهو وبين معسكر أولمرت، لم تُهدّئها محاولة نتنياهو التخفيف من خطورة زلّة لسانه عبر قول أوساط مكتبه إنه لم يتطرق في كلامه إلى أي عملية محددة.
وتعليقاً على كلام نتنياهو، نقلت صحيفة «يديعوت أحرونوت» عن مصادر في مكتب رئيس الحكومة قولهم «إننا مصعوقون تماماً من هذا الرجل، فهو شخص عديم المسؤولية، ويفتقر إلى الحكمة، إنه شخص خطير... إن الرجل مريض ببساطة، هذا هو نتنياهو الحقيقي». وأضافت، في اعتراف غير مباشر بالعملية، إن نتنياهو هو «الشريك الأول في السرّ وقد كسر رمز الصمت».
بدورها، نقلت «معاريف» عن مسؤول رفيع المستوى في حزب العمل قوله إن نتنياهو أطلق النار على ساقه، فيما رأى الأمين العام لحزب العمل إيتان كابيل أن نتنياهو «لا يتغير. لا أدري إذا كان قد قام بذلك عن غباء أو جنون أو رغبة في تولّي القيادة وإظهار نفسه شريكاً».
موجة الانتقادات ضد نتنياهو لم تكن حكراً على الوسط واليسار في إسرائيل فحسب، بل شملت أيضاً أوساطاً من اليمين، حيث رأى عضو الكنيست يسرائيل حسون، من حزب «إسرائيل بيتنا» اليميني، إنه «حتى بثمن المس بأمن الدولة، يفعل نتنياهو كل شيء من أجل أن يظهر أنه مطّلع على سرّ عملية كهذه أو تلك، وثمة خطر من إيداع أسرار الدولة بأيدي نتنياهو».
في المقابل، هبّ أنصار زعيم الليكود للدفاع عنه، فرأى عضو الكنيست غلعاد أردان أن «التهجم على نتنياهو هو تحريض سياسي تحركه مصالح انتخابات مستقبلية». وكذلك فعل عضو الكنيست أفي إيتام من كتلة «الوحدة القومية ـــــ المفدال» اليمينية المتطرفة، مشدداً على أن «أقوال نتنياهو لم تمس بأمن إسرائيل، وسيفعل حسناً مكتب أولمرت إذا دقق في حكمة أولمرت وتصريحاته أثناء حرب لبنان الثانية وبعدها».

Israelis seized nuclear material in Syrian raid

Israeli commandos seized nuclear material of North Korean origin during a daring raid on a secret military site in Syria before Israel bombed it this month, according to informed sources in Washington and Jerusalem.

The attack was launched with American approval on September 6 after Washington was shown evidence the material was nuclear related, the well-placed sources say.

They confirmed that samples taken from Syria for testing had been identified as North Korean. This raised fears that Syria might have joined North Korea and Iran in seeking to acquire nuclear weapons.

Israeli special forces had been gathering intelligence for several months in Syria, according to Israeli sources. They located the nuclear material at a compound near Dayr az-Zwar in the north.

Evidence that North Korean personnel were at the site is said to have been shared with President George W Bush over the summer. A senior American source said the administration sought proof of nuclear-related activities before giving the attack its blessing.

Diplomats in North Korea and China believe a number of North Koreans were killed in the strike, based on reports reaching Asian governments about conversations between Chinese and North Korean officials.

Syrian officials flew to Pyongyang, the North Korean capital, last week, reinforcing the view that the two nations were coordinating their response.

Snatched: Israeli commandos ‘nuclear’ raid

ISRAELI commandos from the elite Sayeret Matkal unit – almost certainly dressed in Syrian uniforms – made their way stealthily towards a secret military compound near Dayr az-Zawr in northern Syria. They were looking for proof that Syria and North Korea were collaborating on a nuclear programme.

Israel had been surveying the site for months, according to Washington and Israeli sources. President George W Bush was told during the summer that Israeli intelligence suggested North Korean personnel and nuclear-related material were at the Syrian site.

Israel was determined not to take any chances with its neighbour. Following the example set by its raid on an Iraqi nuclear reactor at Osirak 1981, it drew up plans to bomb the Syrian compound.

But Washington was not satisfied. It demanded clear evidence of nuclear-related activities before giving the operation its blessing. The task of the commandos was to provide it.

Today the site near Dayr az-Zawr lies in ruins after it was pounded by Israeli F15Is on September 6. Before the Israelis issued the order to strike, the commandos had secretly seized samples of nuclear material and taken them back into Israel for examination by scientists, the sources say. A laboratory confirmed that the unspecified material was North Korean in origin. America approved an attack.

News of the secret ground raid is the latest piece of the jigsaw to emerge about the mysterious Israeli airstrike. Israel has imposed a news blackout, but has not disguised its satisfaction with the mission. The incident also reveals the extent of the cooperation between America and Israel over nuclear-related security issues in the Middle East. The attack on what Israeli defence sources now call the “North Korean project” appears to be part of a wider, secret war against the nonconventional weapons ambitions of Syria and North Korea which, along with Iran, appears to have been forging a new “axis of evil”.

The operation was personally directed by Ehud Barak, the Israeli defence minister, who is said to have been largely preoccupied with it since taking up his post on June 18.

It was the ideal mission for Barak, Israel’s most decorated soldier and legendary former commander of the Sayeret Matkal, which shares the motto “Who Dares Wins” with Britain’s SAS and specialises in intelligence-gathering deep behind enemy lines.

President Bush refused to comment on the air attack last week, but warned North Korea that “the exportation of information and/or materials” could jeopard-ise plans to give North Korea food aid, fuel and diplomatic recognition in exchange for ending its nuclear programmes.

Diplomats in North Korea and China said they believed a number of North Koreans were killed in the raid, noting that ballistic missile technicians and military scientists had been working for some time with the Syrians.

A senior Syrian official, Sayeed Elias Daoud, director of the Syrian Arab Ba’ath party, flew to North Korea via Beijing last Thursday, reinforcing the belief among foreign diplomats that the two nations are coordinating their response to the Israeli strike.

The growing assumption that North Korea suffered direct casualties in the raid appears to be based largely on the regime’s unusually strident propaganda on an issue far from home. But there were also indications of conversations between Chinese and North Korean officials and intelligence reports reaching Asian governments that supported the same conclusion, diplomats said.

Jane’s Defence Weekly reported last week that dozens of Iranian engineers and Syrians were killed in July attempting to load a chemical warhead containing mustard gas onto a Scud missile. The Scuds and warheads are of North Korean design and possibly manufacture, and there are recent reports that North Koreans were helping the Syrians to attach airburst chemical weapons to warheads.

Yesterday, while Israelis were observing Yom Kippur, the holiest day in the Jewish calendar, the military was on high alert after Syria promised to retaliate for the September 6 raid. An Israeli intelligence expert said: “Syria has retaliated in the past for much smaller humiliations, but they will choose the place, the time and the target.”

Critics of Bashar al-Assad, the Syrian president, believe he has shown poor judgment since succeeding his father Hafez, Syria’s long-time dictator, in 2000. According to David Schenker, of the Washington Institute for Near East Policy, he has provoked the enmity of almost all Syria’s neighbours and turned his country into a “client” of Iran.

Barak’s return to government after making a fortune in private business was critical to the Israeli operation. Military experts believe it could not have taken place under Amir Peretz, the defence minister who was forced from the post after last year’s ill-fated war in Lebanon. “Barak gave Olmert the confidence needed for such a dangerous operation,” said one insider.

The unusual silence about the airstrikes amazed Israelis, who are used to talkative politicians. But it did not surprise the defence community. “Most Israeli special operations remain unknown,” said a defence source.

When Menachem Begin, then Israeli prime minister, broke the news of the 1981 Osirak raid, he was accused of trying to help his Likud party’s prospects in forthcoming elections.

Benjamin Netanyahu, who leads Likud today, faced similar criticism last week when he ignored the news blackout, revealed that he had backed the decision to strike and said he had congratulated Olmert. “I was a partner from the start,” he claimed.

But details of the raid are still tantalisingly incomplete. Some analysts in America are perplexed by photographs of a fuel tank said to have been dropped from an Israeli jet on its return journey over Turkey. It appears to be relatively undamaged. Could it have been planted to sow confusion about the route taken by the Israeli F-15I pilots?

More importantly, questions remain about the precise nature of the material seized and about Syria’s intentions. Was Syria hiding North Korean nuclear equipment while Pyongyang prepared for six-party talks aimed at securing an end to its nuclear weapons programme in return for security guarantees and aid? Did Syria want to arm its own Scuds with a nuclear device?

Or could the material have been destined for Iran as John Bolton, the former US ambassador to the United Nations, has suggested? And just how deep is Syrian and North Korean nuclear cooperation anyway?

China abruptly postponed a session of the nuclear disarmament talks last week because it feared America might confront the North Koreans over their weapons deals with Syria, according to sources close to the Chinese foreign ministry. Negotiations have been rescheduled for this Thursday in Beijing after assurances were given that all sides wished them to be “constructive”.

Christopher Hill, the US State Department negotiator, is said to have persuaded the White House that the talks offered a realistic chance to accomplish a peace treaty formally ending the 1950-1953 Korean war, in which more than 50,000 Americans died. A peace deal of that magnitude would be a coup for Bush – but only if the North Koreans genuinely abandon their nuclear programmes.

The outlines of a long-term arms relationship between the North Koreans and the Syrians are now being reexamined by intelligence experts in several capitals. Diplomats in Pyongyang have said they believe reports that about a dozen Syrian technicians were killed in a massive explosion and railway crash in North Korea on April 22, 2004.

Teams of military personnel wearing protective suits were seen removing debris from the section of the train in which the Syrians were travelling, according to a report quoting military sources that appeared in a Japanese newspaper. Their bodies were flown home by a Syrian military cargo plane that was spotted shortly after the explosion at Pyongyang airport.

In December last year, the Kuwaiti newspaper Al Seyassah quoted European intelligence sources in Brussels as saying that Syria was engaged in an advanced nuclear programme in its northeastern province.

Most diplomats and experts dismiss the idea that Syria could master the technical and industrial knowhow to make its own nuclear devices. The vital question is whether North Korea could have transferred some of its estimated 55 kilos of weapons-grade plutonium to Syria. Six to eight kilos are enough for one rudimentary bomb.

“If it is proved that Kim Jong-il sold fissile material to Syria in breach of every red line the Americans have drawn for him, what does that mean?” asked one official. The results of tests on whatever the Israelis may have seized from the Syrian site could therefore be of enormous significance.
